As an important part of it,intelligent community construction is put forward and gradually developed, which has been praised in the process of construction, and also met the bottleneck.Changyi city in shandong province was selected as the research target, by adopting the combination of theoretical research and applied research method. On the theory of public management and sociology,combining with the specific situation of the city,this article analyzes changyi community construction condition of wisdom from three aspects, the infrastructure construction, community service system construction,community management system construction. The problems and factors of these problems that occur in the process of the construction are explored deeply. The factors that affect the intelligence community construction are analyzed and compared, to study the effect of different factors on the intelligence community construction. The government lacks clear construction plan and guarantee mechanism in the construction of intelligent community. The lack of professional interactive platform is not conducive to a unified information management platform construction. At the same time, the talent team construction lag affects the intelligence community maximize effect, causing the waste of hardware and software resources.Study successful cases of the intelligent community construction at home and abroad fully, and study the law of development, and draw lessons from the advanced experience. The construction and experience has reference significance for intelligent community construction.
