Research On Community General Election Of X In Shenyang Area

Community residents committee is the community crowd of self management,self education,self service autonomous mass organizations at the grass-roots level.It has the very vital significance,if we do well in community general election.It can further strengthen and improve the construction of organization,improve the quality of the community members of the organization as a whole,further ensure community party member masses exercise their democratic rights,improve and perfect the autonomous mechanism of community residents which leader by the community party organization,promote the construction of democratic politics,further implement the policy of the party and state policy,adhere to scientific development,building a harmonious society,speed up the process of building a well-off society in an all-round way.Based on the analysis of three communities of X district in Shenyang,Liaoning province,this thesis reviews the development history of community general elections and fully affirms the important function made by community general elections by the means of analyzing the literature reviews and interviews.At the same time,this thesis also makes an objective evaluation of election results of X district in Shenyang in the year of 2015,and summarizes the achievements of the election in this three communities of X district.For example,In voter registration community payed attention to the external workers,the way of election become more scientific,they achieve the goal of community elections smoothly,Some contradictions be resolved,community become more stable and harmonious.However,everything has two sides just as a coin.Something unpleasant in the process of community general election has emerged.For instance,overmuch administrative intervention,too much old resident representative and lower passionate participation nonstandard election procedures and else appear,as well.Be aimed at the problems illustrated above,this thesis concludes the following reasons by in-depth analysis:1)inaccurate relationship between former director of community committees and election Committee2)inefficient community organization and advocacy3)inadequate of participation mechanisms,low efficacy of participation4)the "foil" balance as a necessary means to ensure the elections5)legal provisions are too principled,degree of operation is wide6)rights awareness of residents is weak,human and reputation affect the fair of electionIn the end,in accordance with the above cases,this thesis puts forward some improvement,countermeasures and suggestions from the following perspectives:1)improve the independence of the Election Committee2)strengthen community electoral propaganda and organizational work3)consummate participation mechanisms,increase competition question and answer session4)consummate community electoral system5)raise awareness of democratic participation of residents...
