Research Of Countermeasures For E-government Improvement In Kazakhstan

Since the last decades of the 20th century there has been a gradual rise of e-government in many countries all over the world;setting off a wave of electronic revolution.Previously,many countries around the world are actively promoting reform,the reform displays features of global social phenomenon.The government reform has become the major development challenge for many countries.Therefore e-government is the product of government reform;in that,it manages to bring a great impact and change to the traditional administrative system,while giving and injecting people with new ideas and awareness.From a macro point of view,the purpose of e-government is to reshape the old-style government system and to expand public service;while,from the micro point of view,is to improve the legal system,enhance information security environment formation and improve the quality of civil service.E-government is not a simple government administrative task but an electronic transition.At present it's a new standard to measure the national governments and countries level development in the world;thus,e-government creation has great significance.Although the measures taken in different countries vary,but the goal to be achieved is the same.In the near future governments have to strive to remodel work efficiency,administration,government transparency and service equality.E-government construction will help to improve government efficiency,reduce corruption;and,can reduce costs and accelerate the achievement of industrialization objectives.Since the start of the 21st century,Kazakhstan started the effective construction of E-government;however,there have been drawbacks.In particular,there are many shortcomings regarding government policies and regulations and there is no room for growth.This paper discuses Kazakhstan e-government conception problems,drawing on the experience of Chinese e-government formation,and provides countermeasures and suggestions to improve e-government construction in Kazakhstan.
