A Study On The Effectiveness Of Social Assistance In China

Social assistance is the most basic institutional arrangement in the social security system.As the cornerstone of the social security system,social assistance has its special mission,that is,at any time to protect the basic needs of vulnerable groups to maintain social justice at the bottom line,any country,any social organization is an indispensable and important part.Therefore,social assistance is also known as "the last safety net".In recent years,China's social assistance system construction achievements are obvious to all,but there are still many problems exist in the current social assistance system.Among them,the regional gap and the reality of urban and rural differences exist,revealing the theory of social assistance in China and the specific practice of the problem.In the context of urban and rural integration,social assistance as an important system to solve the problem of poverty,there is no doubt that China's urban and rural development strategy in the implementation of the top priority.Narrow the inter-regional,urban and rural social assistance gap,to enhance the effectiveness of social assistance to ensure that the interests of citizens holy inviolable.Based on the theory of Marxism as the guiding ideology and the materialist dialectics,this paper puts forward three dimensions that affect the effectiveness of social assistance in the background of the integration of urban and rural areas in China.Secondly,Social rescue operation of the status quo systematically,a comprehensive comb,compared to rural and urban social assistance development dilemma,showing the social relief of urban and rural unbalanced development of the facts.And then summarizes the causes of the effectiveness of social assistance in urban and rural areas from the three aspects of social assistance system design,social assistance organization construction and social assistance fund control.Finally,according to the guiding ideology and overall requirements of the urban and rural integrated development strategy,the main problems that hinder thepromotion of the effectiveness of urban and rural social assistance in China are correspondingly solved.It also explores the ways and methods of promoting the effective operation of social assistance.
