Practice Exploration Of Clan Participation In Village Level Governance

The report of the 19 th National Congress of the Communist Party of China clearly stated the general requirements for implementing the strategy of rural revitalization: industrial prosperity,ecological livability,rural civilization,effective governance,and prosperous life.It can be seen that village-level governance has risen to the height of national strategy.As the most valued clan in rural China,it was once the object of village-level governance to be eliminated,but it has achieved recovery and played an increasingly important role in village-level governance.Therefore,it is very practical for the clan to participate in the research of village-level governance.Especially when Western doctrine is not enough to explain this phenomenon of Chinese characteristics,such research is more necessary.In the past three years,the author has been stationed in the countryside.As a resident cadre,he has deep contact with this issue.Therefore,this article takes the author's D village in Shanwei City,Guangdong Province as an example to carry out the practice exploration of clan participation in village-level governance.In this paper,we have used the convenience of the author's work.In the past two years,we have accumulated a large number of typical cases and research materials through interviews and field investigations,and conducted a comprehensive analysis of the issues related to clan participation in village governance.The research ideas of this paper start from the basic situation of D village and its clan,and lay the foundation for the later analysis.Then,the history and current situation of D village clan participation in village-level governance are sorted out,the governance structure of D village is analyzed,and the clan is understood.Participate in the main features of village governance.Then explore the path of clan participation in village-level governance,understand the obstacles brought about by the participation process and find out the reasons.Finally,using the experience summarized by D Village,it is proposed to guide the clan's positive forces to participate in village-level governance.The main content of this paper is focused on the analysis of the governance structure of D village and the realization path of clan participation in village governance.After analyzing thegovernance structure of D village,it is concluded that the current governance structure is dominated by the two village committees,and the clan is one of the governance subjects in the governance structure.Then it analyzes the characteristics of the clan as the main body of governance in the village-level governance,and has four characteristics: promoting the unity of cadres,diversifying the channels of participation,facilitating repeated games,and forming different internal and external governance rules.In-depth study of the four realization paths of clan participation in village-level governance,including economic construction,cultural construction,public welfare,and daily life.At the same time,it also clarified the obstacles brought by the clan participation in the village-level governance,mainly affecting grassroots democracy and finding the relative reasons for the obstacles.At this stage,clan is informally and directly involved in village governance.As a supplement to the main body of formal governance,the clan can assume the functions that the two village committees and even the government cannot cover,and has positive functions.Clan can also influence the democratic election and the overall governance effect of the village level through villagers and village cadres,which may be dangerous.However,in general,the advantages of clan participation in village-level governance outweigh the disadvantages.As long as we can guide the relevant measures,we can promote the clan to exert its strength.Inspired by the village policy “Policy + Family Rules”,“Branch + Boss”,and “Persuasion + Bamboo Puppet”,this paper proposes feasible suggestions from three aspects: system first,consultation and settlement,and village governance according to law.
