During the transition from the unit system to the community system,a large number of two forms of unit communities emerged.With the continuous development of the basic social governance process,the unique governance structure and special institutional arrangements make the unit community face new difficulties and challenges in the governance process.As a unique type of unit community,the university community has a wealth of various economic material and cultural resources,but the level of community service is generally low,and the high demands and high-level needs of community residents for community service are difficult to meet.Meet effectively.This study is only a reflection of this phenomenon.It aims to reflect the current status,characteristics and dilemma of community service and management in colleges and universities.What is the governance structure and operating mechanism of a unit community like a university community? How to achieve effective governance in the future.Taking the L community as an example,this paper uses empirical research methods to investigate the community's governance practices and power structure,and analyzes the deep institutional basis and "unintended consequences" of the community governance dilemma.This article first describes the governance practices of the L community as a typical unit-type community.With regard to the provision of old-age services,the retired unit of the unit separates unit persons from non-unit persons,and forms exclusion and participation for non-unit persons.The specialization of service objects is a prominent feature,and the significance of the community community is eliminated.At the same time,unit power The strong "presence" of market forces makes it difficult for market forces and social organizations and groups to enter the community.The governance body is single and the unit's administrative tendency is serious,which has led to the weakening of the community's publicity,the lack of willingness of residents to participate in public affairs,the equal dialogue of multiple subjects,It is difficult to form a negotiated co-governance mechanism.Secondly,this study examines the governance structure of the community and concludes that the unit-type community governance structure is manifested in the overall management and control of the unit's administrative power,and other community governance subjects are in aphasia.The disparity of power between the unit and the administrative street community makes the unit status power significantly higher than that of the street community,and a "strong unit,weak community" governance structure appears.Thirdly,this article analyzes the institutional basis of "unit presence".This article considers that the transition from the overall unit system to the community system is a gradual process.Unit-type communities have a path dependence on the unit system period in terms of governance habits.Variations,bureaucratic management models,and differences in the structure of units and neighborhoods have become the institutional basis for governing unitization.In addition,the author also discussed the "unexpected consequences" of the current state of community governance in colleges and universities: In the community where the administration is dominated by the "unit present",the unit-type community that originally had the advantage of "doing big things" system has led to difficulties in constructing community identity and publicity.The unintended consequences of inadequate "exhibitive governance" and "involved" services have put community governance in a difficult position.Finally,the future direction and governance path of the unit community of colleges and universities are prospected.
