Research On The Legal System Of Wetland Protection In Heilongjiang Province

Wetland is the natural habitat of many wild animals. It plays a very important role on the global climate regulation. And it has important economic, social and ecological function. The wetland in Heilongjiang province has been sabotaged, and the area has been reduced during the building of economy. On August 1, 2003 Heilongjiang province enacted “Heilongjiang wetland protection regulations”, and in October, 2015 Heilongjiang province enacted the new “Heilongjiang wetland protection regulations” to protect its wetland. This paper studies the new and old regulations and wetland protection situation, and analyses the new “regulations” relative to the old the improvements of the regulations. What's more this paper puts forward the new regulations still exist deficiencies. Based on the study of successful legal institution in the wetland protection in the word, this paper puts forward to improve the wetland ecological compensation system, broadening the scope of public participation, improve the system of wetland nature reserve.
