In recent years,a series of illegal events happened in Chinese universities,a large number of important leaders of universities have fall,causing very bad influence in society,if allowed to continue,our country's higher education will face a huge disaster.Facing the problems have occurred,we need to think about why colleges happened so many serious problems,what we should do to curb the occurrence of these events,make universities be a harmonious state,this is the starting point of this article.The principal accountability system under the leadership of the Party committee is Chinese universities' leadership system,and it is a special mode of governance in Chinese universities.Construction of party conduct and anti-corruption in university has experienced six periods.The current situation of it is: basically established the responsibility system,actively carried out education activities in universities,already established some institutions,gradually widened the work of discipline inspection department.With the anti-corruption work continues,the corruption is reduced in Chinese universities.There exist some problems in Chinese universities: the responsibility system does not reach the designated position,movement of education effect is not ideal,the discipline inspection department investigation case is not strong enough.The reasons of these problems are: the ideological understanding does not reach the designated position,the leading cadre selection is not strict,administrativization,formalism,lack of pertinence and effectiveness system construction,supervision vacancy.The United States has the most world-class universities.The experience of clean government in public universities has implications to China.The features of American public university to build a clean government are: the decision-making power,the executive power and the academic power are Separately;American public university practice "accountability",strengthen the government's macroeconomic regulation and control,also is better to the university' self-improvement;The American public universities carry out "public financial reporting system",is the most effective way to curb corruption;American public university also accepts the supervision of the social intermediary organization.Comprehensive the above analysis,this article puts forward some Suggestions: Morality education,return to the university spirit;Deepen reform,improve the governance structure;Managing the university by law,to carry out the articles of association of the university;Strict selection,ensure that having both ability and political integrity;Strengthen the education and firmly build defenses;Perfecting the system,built system of defense;Strengthening supervision,standardizing power running;Harsh punishment,build the legal line.
