Research On The Police-involved Petition Maintenance Stability Problem Of Z District Under The Vision Of Social Safety Valve Theory

The report of the 19 th National Congress of the Communist Party of China pointed out that the main contradiction of our society in the new era has been transformed into "the contradiction between the people's growing needs for a better life and the development of inadequate imbalances." The major contradictions in society will inevitably lead to new changes in the current stability of public security letters and visits.The core task of petition work is to correctly handle contradictions among the people.The petition system is an important institutional arrangement for maintaining social stability in China and plays the role of a "social security valve." Public security letters and visits are an important part of China's petition system,involving public security management services,public security law enforcement services,social security,criminal justice,and team management,etc.,doing a good job in public security letters and visits to maintain the work of the public security work itself,as well as "one chess game" for letters and visits.It has a very important significance in maintaining social stability and building a harmonious society.Taking the public security organ of Z District as an example,this paper studies the stability of the Z District public security letters and visits from the perspective of social safety valve theory.This paper adopts literature analysis method,investigation method and interview method.Based on the theory of social safety valve,it sorts out the relevant literature foundation,defines the core concept,systematically investigates the data of the Z District public security organs' petition and stability in recent years,and passes data,cases and interviews.In-depth analysis of the data,analysis of Z District public security letters and visits stability status,existing problems and reasons.In light of the current practice of public security letters and visits,it is proposed to deepen the reform of public security organs' letters and visits,establish a social safety valve mechanism for public security letters and visits,improve the mechanism and procedures of public security organs' letters and visits,improve the police's law enforcement and handling,and maintain the ability to maintain stability.Measures to maintain orderly letters and visits work order and other countermeasures to improve the level of public security letters and visits stability,provide a decision-making reference for the developmentof Z District public security letters and visits,is conducive to the development of public security work in Z District,and is conducive to the realization of public security organs to"maintain social stability,The historical mission of promoting social fairness and justice and safeguarding people's livelihood and happiness.
