Research On The Factors Of City's Public Sense Of Safety

The problems of city and public safety are the hot topics and main issues of government,society,and together with the scholars.In recent years,during the meeting of the political bureau of the CPC central committee and the conference of central city work,it points out that the importance of protecting the public safety and improving the governance work,and further more,and it puts these issues to the process of policies making.This paper intends to combine the problems of city and public safety together.And by doing empirical research deeply on the project of city's public sense of safety,the paper aims to explore the current situation of city's public sense of safety and its factors,and then put forward the countermeasures to improve the sense of public safety.The most intention of this paper is to provide some suggestions for improving the level of public safety,and strengthening the ability of social crisis governance,and building a healthier and more harmonious city in the future as well.The paper defines the conception of “city's public sense of safety” as “the the sense of security” in a narrow sense.It includes three dimensions,which are the sense of safety in living places,public society and working or studying places,and they are the clue in making research hypothesis and in building the indicator system.The paper begins with the view of the subject of Public Management and Social Psychology,and basing on the theory of “New Public Service Theory”.To carry on the empirical research based on Guangzhou,the paper makes use of the methodology of literature review,methodology of questionnaire and in depth-interview,and then using the analyzing method of factor analysis and multivariate regression analysis The paper explores the basic current situation of city's public sense of safety in the three different places and situations as showed above,and then explore the relationships between public sense of safety and some factors,which are demographic variable,the experiences of one person or his family,the configuration level of police resource,the police service evaluation,the relationships between police and the public and the mass media's negative reports.In addition,the paper begins with personal view and social view independently,and then verify and analysis the factors of public sense of safety by using the method of descriptive statistics and multiple linear regression.The analytical results indicate that,both the gender and the level of salary have obvious positive influences on the public sense of safety,but the educational backgrounds and the type of job have nothing to do with it.What's more,the paper finds that the public sense of safety also have obvious relations with the experiences of one person or his family,the configuration level of police resource,the relationships between police and the public and the mass media's negative reports.Thus,based on the discussion above,the paper considers the experiences of other countries and districts.And finally,the paper discussed the solution of how to improve the city's public sense of safety based on the current backgrounds,such as building the mission of serving during works,and improving the relationships between polices and citizens and the level of police resources allocation,making good use of the function of the social media and strengthen the ability and sense of citizens towards public safety problems,and so on.
