China's urban management started relatively late.The urban management generally lags behind urban development.With the rapid advancement of new urbanization in recent years,a large number of rural population has flooded into cities.The number of cities and the scale of built-up areas have expanded and the content of urban management has expanded.The demands of the masses for the management of the city have been continuously improved,and the task of city management has continued to increase.The urban management department's “congenitally deficient” birth,“law-enforcing dance” enforcement and “after-feeling” services have made urban management more difficult.It often falls into the category of “governance-recurrence-re-governance-recurrence”.The extreme cases of confrontation between urban masses and urban management law enforcement teams are frequently exposed in newspapers.The root causes are the difficulties lies in urban management law,law enforcement,institutions,personnel,and funds.It is urgently necessary for us to combine the practice of local government's urban management and law enforcement with urban management.Institutional and law enforcement mechanisms and methods for in-depth thinking.This article reviews the domestic and foreign relevant research and discussion by consulting newspapers,magazines,government documents,work reports and other literature materials,combining with interviews with relevant city management departments and law enforcement targets.This paper analyses the current status of Shishi City's urban management law enforcement “Move down the center of law” reform and the existing problems and causes of Shishi City's urban management system.Some suggestions on how to optimize Shishi City's urban management law enforcement “Move down the center of law” are put forward.With a view to provide some references to make Shishi City's urban management law enforcement “Move down the center of law” work smoothly in next stage.It supplements the research on the urban management field with Shishi city management law enforcement practice experience.
