Study On Land And Resources Law Enforcement And Supervision Problems Of Urban

The land is a crucial guarantee for economic development and social stability of our country.Although land and resources law enforcement and supervisory management can play an important role of guidance in managing the land and guaranteeing the order of land market,illegal use of land continues despite repeated prohibition due to increasingly contradictions between people and land,especially for present when urbanization is constantly improved.For many reasons,law-enforcement personnel have difficulty in curbing illegal use of land in a timely,efficient and thoroughly manner and are hard to abate the trend of illegal use of land.Grass-roots land and resources law enforcement and supervisory management are the basis and prerequisite of land and resources administration.Taking Licheng District as the example and from the perspective of grass roots,the dilemma existing in grass-roots land and resources law enforcement and supervisory management is discussed and researched in the paper.Through analysis and taking advantages of advanced experience of domestic land and resources law enforcement and supervisory management,problems existing in land and resources law enforcement and supervisory management of Licheng District are analyzed in the paper under the background of implementing annual law enforcement and supervisory management based on satellite remote sensing images and promoting mobile law enforcement by phones,meanwhile,countermeasures and suggestions are proposed,mainly including the following several aspects: firstly,vertically managing the law enforcement team and guaranteeing the independence of law enforcement;secondly,perfecting the laws and regulations and increasing publicity efforts;thirdly,adopting combined measures of guidance and prohibition and improving the force of investigation and treatment on cases;fourthly,strengthening comprehensive law enforcement mechanism,uniting various relevant departments,encouraging masses to report illegal behaviors of land occupation,building all-round governance mechanism of “supervision by the satellite remote sensing,management by personnel of relevant departments and online handling” by participation and supervision by all people;fifthly,broadening the sources of illegal routines.The research results can provide reference for optimization of the whole system of land and resources law enforcement and supervisory management.
