Under the guidance of the supply-side structural reform concept and based on the principles of the "governmentality theory" in the forefront of the social science,this thesis discusses how to realize “improvement without increase” of police resources in China's police resources allocation in order to meet the cross-police-category and cross-agency "collaborative policing" need of the public security organs by taking the queuing theory as the main body diversified supply of the police resources and multi-level dynamic coordination.The quantitative and qualitative analyses on the samples show that: firstly,it is very necessary to increase the police resources due to its huge shortage in practical departments of the public security organs,specifically the shortage of police officers numbers and the lack of police officers in some police categories(departments);secondly,there is the supply and demand imbalance in police resources allocation between different police categories(departments),specifically the excess of police resources in some police departments and the lack of police resources in other departments.Therefore,it is necessary and urgent to deploy the excess police resources to the departments where police resource is lacking to achieve the supply and demand balance of police resources allocation with the maximum range;thirdly,the ability of the police has a negative correlation with the case-processing police force.Strengthening training can improve competence of the police to increase the value of ? and enhance the service efficiency of the police(or public security organs)in addition to the police resources supplement and the police resources structure adjustment.The quantity(N value)and quality(? value)of the police resources allocation are the main factors affecting “the improvement without increase”,of which N refers to the police allocation quantity of different departments in public security organs and ? refers to the police work efficiency(or the efficiency of public security organs)which is influenced by the police's own ability(or the overall ability of public security organs).Consequently,the public security organs can achieve “improvement without increase” by optimizing the police quantity allocation and improving their competence(the overall competence of public security organs)from the four following aspects.The first point is the optimization of the police resources structure;the second is the promotion of police resources "green supplement" to realize the optimization of the police resources quantity(N value);the third is the improvement of the police's individual competence and the overall effectiveness of public security organs to achieve the optimization of police resource capacity(? value),mainly including strengthening the incentive mechanism,expanding the public security training value chain and reinforcing the department reform.
