Study On The Mechanism Of Inter-city Cooperation In Counter-terrorism

In recent years,with the violent terrorist forces,ethnic separatist forces and religious extremist forces,such as the "three forces" increasingly rampant,the lives and property of our people are suffering from more and more serious threat.Because the transportation and network of the modern society are more and more developed,the activities of terrorist organizations are spreading from the traditional Xinjiang region to more places,the need for inter-city cooperation in counter-terrorism is becoming more and more necessary.Firstly,the status of foreign counter-terrorism cooperation is studied,and the analysis of the status of China's urban counter-terrorism is completed.At present,China's inter-city counter-terrorism cooperation has not yet been launched a large scale,there is still widespread lace of awareness of inter-city cooperation against terrorism,lack of coordination mechanisms,imbalance of resource allocation,and other issues.This paper discusses the necessity of inter-city cooperation against terrorism.And then,three kinds of relationship between cities are studied from the perspective of the function and orientation of cities and relationships between cities.After that the author puts forward the key points of the inter-city counter-terrorism cooperation.To improve the level of domestic inter-city counter-terrorism,it is needed to start from many aspects,including: firstly,improve organizational forces of the counter-terrorism cooperation mechanism,that is to establish a national center and regional hubs for inter-city cooperation in counter-terrorism,and define their internal divisions;secondly,improve the institutional guarantee of counter-terrorism cooperation mechanism,and it is suggested that the status of the national center and the local hubs and their internal departments should be defined by the regulations of the State Council or its departments;thirdly,improve technical support of counter-terrorism cooperation mechanism,that is,first of all to unify the technical standards of the city's information platforms,and then establish a soundcommunication platform for information sharing,improve intelligence gathering and analysis capabilities,and last,improve the level of intelligence cooperation;forthly,improve the personnel forces of counter-terrorism cooperation mechanism,that is to strengthen grassroots counter-terrorism forces,improve the combat capability of the first-line counter-terrorism forces,and improve the inter-city counter-terrorism cooperation consciousness of the first-line counter-terrorism forces.China's counter-terrorism has a long way to go and needs a comprehensive advancement of counter-terrorism capabilities,strengthening of inter-city counter-terrorism cooperation is an important breakthrough of effective enhancement of the ability to combat terrorism in the future.It is hoped that this paper will contribute to the improvement of inter-city cooperation mechanism in china.
