In The Construction Of Guangdong's Urban Cooperative Governance System Innovation Of Nongovernmental Organization Nurturing Mechanism

The social management pattern of establishing and perfecting “leadership of the party committee,government responsibility,social cooperation and public participation ”was raised at the Fourth Session of 16 th CPC.Third Session of 18 th CPC formally put forward innovation breakthrough in the management structure of the community,which required our government establishes interaction mechanism including government,market,social and public participation.Among them,non-government cultivation mechanism is the fundamental of the cooperation management.As one of the fastest urbanization provinces,Guangdong is confronted with great challenging in the cooperation management.Non-government cultivation mechanism exists some problems like unscientific management,incomplete policy,imperfect route and unclear system.This paper applies three theories to study on non-government cultivation mechanism of Guangdong.Then,it analyzes the problems of cultivation mechanism and puts forward some related suggestion from the cultivation policy,cultivation path and management system perspective.Doing researches on the background of non-government cultivation mechanism,analyzing the significant functions of non-government cultivation mechanism Combing the recently policies and measures that Guangdong province promotes the development of non-government organization.The paper lists some models like America,Germany,Britain,Shanghai,Nanjing and Yunnan to provide some cherished experience for Guangdong non-government cultivation mechanism.From the following three aspects to Establish the non-government cultivation mechanism:innovation cultivation policy(financial policy,administration policy and talents policy);innovation management policy(performance evaluation system,exchanging scholars platform,social security system);innovation cultivation path(non-government incubation base,integration supervision system,reversal social auto-system).Finally,summarizing this paper,and looking forward to non-government cultivation mechanism which based on the author's research...
