Affective commitment as an important informal system,its essence is a kind of psychological contract.The government departments to strengthen the civil servant's emotional commitment to the organization,to help civil servants in the ideological understanding,default,internalization of ruling thought and the goal of government,contribute to the stability of the civil service,to promote unity and harmony within the organization so.And how to improve the government functionary's affective commitment to the organization become the leader of a government department to solve important issues.Transformational leadership is a new paradigm,the current leader in the research of the theory of highly respected.So government leaders with transformational leadership on subordinates to improve organizational commitment is significant,public service motivation and perceived organizational support the specific mechanism in the relationship between transformational leadership and affective commitment of civil servants has become a key issue in this study.Through the study of transformational leadership,public service motivation,perceived organizational support,reviews related research and research and summarize the affective commitment,and in the search for relationships between the variables,set preliminary assumptions.The questionnaire is designed for all the variables based on previous studies,combined with the actual situation of this study,based on the test research the final formation of the questionnaire.The questionnaire in Guizhou province civil servants,a total of 360 questionnaires were issued,of which286 valid questionnaires.Then through descriptive statistics,reliability and validity testing,correlation analysis and structural equation modeling and other statistical methods to test the hypothesis.At the same time,testing the effectiveness of data by using common method bias test.The research results show that transformational leadership has promoting effect on subordinate civil organizational affective commitment;transformational leadership through the civil servants' motivation of public service to a certain extent,promote the civil servant's emotional commitment to the organization;transformational leadership to subordinate civil servants a sense of organizational support,and civil servants can further improve their perceived organizational support affective commitment.
