Since the 17th national congress of CPC putted forward the idea of "building a service-oriented government",and the third plenary session of the 18th Central committee of the CPC proposed the goal of "modernizing China's governance system and governance capability",our country has been committed to reform the public sector.Public service is the core function and inevitable choice of modern government,so for the practice of human resource management in public sector,the key point is to build and cultivate a team of civil servants with strong public service motivation and public service spirit.Motivation problem has always been one of the hot issues in the public administration study.In the study of antecedent variables in the public service motivation,so many scholars have focused on the effect of macro-environment,and neglect the effect of micro-structure,such as the leadership style.As an important factor in the organizational environment,leadership plays a vital role in forming and developing.Compared with the traditional theory of leadership,as a new style of leadership,transformational leadership tries to explain why some leaders can improve the staffs'work motivation and performance level,and let them have the feeling of trust and loyalty.In essence,this is a basic moral two-way process of ascension.By becoming a role model and behavior example,transformational leader not only pay attention to employees' general behaviors and job satisfactions of these external demands,but also pay more attention to their self-esteems,beliefs and values,and so on the demands on affective commitment.Thus to some extent,can improve the employees' working interest,morale,ideals and values,helping them deal with the value conflict problems between the work and life,inspiring their high-level requirements,motivating them to achieve more than expected performance,and encouraging them to sacrifice their personal interests for sake of the greater interests with the group,organization and society,then making them set up the right values that collective interests above self-interests.So,in theory,through the vision statement and communication,transformational leaderships make members of organizations have a strong sense of identity,responsibility and mission on the organizations' common goals and values.There is no doubt that the transformational leadership theory has become the one of the most popular leadership theories,with considerable advantages,but its for civil servants public service motivation has a positive effect,it remains to be an empirical investigation.On the one hand,there are some empirical studies have shown that transformational leadership can improve employee's internal motivation,to a certain degree it has a certain positive role,the public service motivation is one of internal motivations,so transformational leadership should be positive to civil servant's public service motivation.On the other hand,there are a large number of empirical studies have shown that there are a positive correlation relationship with the leadership style and civil servant's work attitude,behavior and performance,which closely connected with motivation,so the transformational leadership should be positive to civil servant's public service motivation.So in the process of the concrete practice of the public sectors in Jiangsu province,how is the implementation of transformational leadership style?How is the civil servants' service public motivation?Transformational leadership has influence on public service motivation?If they have the relationship,and how is the specific effect?In order to answer these questions,this study choose civil servants in Jiangsu province as the research object,combined with the research of qualitative literature analysis and quantitative empirical investigation,discussing the relationship between transformational leadership style and public service motivation in Jiangsu public sectors,and two current reality.Major conclusions are as follows:?1?The actual measure of transformational leadership and public service motivation.In terms of transformational leadership status quo,it's in the medium level slightly.As the specific measures,the average level of charisma is TFL2 than TFL1.In terms of public service motivation status quo,it's in the medium level slightly.As the specific measures,the average level of PSM1 is relatively highest,then followed by PSM3,PSM2 and PSM4.?2?The association strength between transformational leadership and public service motivation.Using pearson correlation analysis and partial correlation analysis,confirming that transformational leadership and public service motivation and its four dimensions,transformational leadership's two dimensions and public service motivation,between these seven sets of relationship,both two association reach significant level.Among them,the association strength with transformational leadership and public service motivation is the highest,the association strength with transformational leadership and PSM3 is the lowest.?3?The correlation mechanism between transformational leadership and public service motivation.Using hierarchical regression analysis,confirming that transformational leadership and its two dimensions,and public service motivation and its four dimensions,between these seven sets of relationship,both two correspondences show significant level.Among them,the correlation coefficient between transformational leadership and public service motivation is the strongest,the correlation coefficient between transformational leadership and PSM1 is the weakest.Finally,based on the statistical analysis results and the actual situation of civil servants in Jiangsu province,the paper put forward some policy suggestions,hoping to help the mechanism research on the transformational leadership style and the public service motivation in public sectors.
