Grass-roots civil servants are not only the main force of grass-roots government to perform administrative functions by low,but also the promoters of social affairs.They have to face to masses directly,thus their quit intention determines the efficiency and level of grass-roots government directly,furthermore,in a certain sense,it can influence the the speed,quality,and efficiency of national economic and social development.It's widely recognized that the work of civil servants is stable with high social status,which can bring lots of material and spiritual benefits,while behind the aura,many reports show that the group of grass-roots gradually lack of work vitality and emerge quit intention.From the features of public sector and the characteristics of civil servants,it's necessary to re-examine the grass-roots civil servant.Recently,academic circle has began to study on the quit intention of civil servants,while few aim at grass-roots civil servants.Therefore,based on existing research results at home and abroad,combined with the actual situation,this thesis studies the influencing factors of grass-roots' quit intention.What's more,through a series of methods,their quit intention would be reduced,work vitality and creativity would be stimulated.The author uses the method of literature research,referring to some maturity scales based on quit intention at home and abroad,making questionnaire form about the life quality of grass-roots civil servants through interviews to revise,obtaining 126 objective sample through distributing and recovering the questionnaires in a district-wide,and making data analysis by the statistical software of SPSS20.0,thus getting the following results:1.Although there has been a quitting tide,and some civil servants in this district left their jobs as well,the overall quit intention still remains at a medium level.While it also reflects the profession civil servant is no longer as what we see — an enviable golden bowl.Just as other professions,the mobility of civil servant is gradually orderly.2.At first,the author uses the method of interviewing,exploratory analysis and principal component analysis,electing five dimensions which may influence on the quit intention of grass-roots civil servants in this district through screening,studying on these five dimensions and finding out the quit intention has significant relationship with work environment,benefits,job satisfaction and employability.Among them,the relationship between quit intention and work environment,benefits,job satisfaction is negative,while employability is positive.3.In the view of differences between grass-roots civil servants' quit intention in this district from demographic variables: gender,age,education,marital status,work experience,average monthly income,level and loan information have no significant influence on the quit intention.4.According to above results,this thesis puts forward corresponding countermeasures aiming at reducing the quit intention of grass-roots civil servants in this district,thus to provide reference to the management decisions for this district.
