| The grassroots civil servants are the backbone of the party ’s grassroots organizations,are the implementers and executors of the party ’s policies and systems,are the party ’s image spokesperson closest to the masses,and are the bridge between the party and the people.In September 2017,General Secretary Xi Jinping pointed out: Elders seeking wood must fix their roots;those who desire to flow far must dredge their fountains.To further stimulate the vitality of grassroots civil servants is an important purpose of the reform of the cadre personnel system.At the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed to strengthen grassroots construction and strengthen the leadership of the grassroots party organizations.The work efficiency of grassroots civil servants is the basis of the work efficiency of the grassroots government.It is directly related to the normal operation of the grassroots government and the orderly operation of social,political,and economic aspects.It has a full range of impact on society.Therefore,this paper takes grass-roots civil servants as the research object,with the main purpose of improving work efficiency,and explores the composition and influencing factors of work efficiency.This article introduces the background of the topic selection and thetheoretical and practical significance of the research,clarifies the research ideas and research contents of the thesis in combination with the domestic and foreign research status,and uses literature research methods to explain the relevant concepts of grassroots civil servants and work efficiency.And the theoretical basis of this article "public choice theory" is introduced in detail,and on the basis of public choice theory,the role positioning and quality requirements of grassroots civil servants are analyzed,and then the concept and characteristics of work efficiency are elaborated.After that,the current status,existing problems and constraints of the performance evaluation of grassroots civil servants in Guiyang City are analyzed in detail.Based on the combination of qualitative research and quantitative research,and quantitative research as the main research method,using rooted theory and empirical analysis,a scale of work efficiency composition and influencing factors was constructed.Through descriptive,correlation and regression analysis to verify the relationship between organizational commitment,job satisfaction and job effectiveness.Finally,put forward countermeasures and suggestions to improve the working efficiency of grassroots civil servants. |
