China’s first SWAT team was established in Foshan Public Security Bureau in 1988.During the 29 years since then,SWAT has started from scratch and has played great role in anti-terrorism,antiriot and dealing with contingencies,safeguarding state security and social stability.To maintain the first-class combat effectiveness,and keep healthy and sustainable development,SWAT should have a scientific team management mode.The career development of SWAT has its own unique characteristics.And in the practice of team management they also have encountered special difficulties,such as,lack of scientific career development planning in the early stage of the establishment,post exchange difficulty,promotion difficulty,single professional skills and lack of professional knowledge,etc.In the team established in the early period,the career development problems gradually come to surface as the SWAT members grow older,which seriously hampers the healthy development of the SWAT team.How to introduce the concept of career development management to the construction of SWAT team and expand the career development space,has become an important issue in SWAT team management.The article begins with the current management situation of SWAT career development in Hebei Province,analyzing the problems useful experience.On the one hand,currently the SWAT team lacks of scientific and long-term planning of the overall career development,the related mechanism is not perfect;on the other hand,the team members have limited knowledge about their own career path,lacking the sense of selfplanning and have no clear career development orientation.In order to make the SWAT team overall development and individual development mutually promoted and achieve "win-win",we can carry out scientific management planning from the following aspects:Firstly,through establishing the police personal files in organizational level,set up the management of recruitment in batches and flow personnel entrance and exit in batches,achieve clear individual situation and scientific and effective operation in overall management.Secondly,for the problems that SWAT meet in personal career development,by analyzing the characters,summarizing the general laws,respecting their personal career development desire,and scientifically measuring SWAT individual career development tendency as well asthe vocational ability,help every SWAT member get a wide approach to career development.
