| This paper is a study of the issues and subsequent countermeasures adopted by local governments in the emergency management of natural disasters using the 4Rs of Crisis Management.The subject of research will be the Department of Flood Control of Dongguan(also known as the San Fang Command Center)and their response to the ―5.11‖ flooding disaster as the case study to understand and optimize local government’s flood disaster management process.This research adopts historical analysis,case analysis,interviews,field investigations,as well as other research methodologies to develop an in-depth understanding of the flood control management and operation in San Fang Command Center.Using the 4Rs – Reduction,Readiness,Response,and Recovery – this paper performs a detailed analysis on the underlying issues that led to problems in Dongguan’s flood control management and its relation tothe operating procedures in San Fang Command Center.The issues identifiedare low readiness,slow response to emergency,late rescue response and delayed information distribution.After identifying the issues,this paper arrives at the conclusion to improve the situation by having an improvedflood alert system,sound flood management policy,comprehensiverescueprocedure and efficientinformation distribution policy.The first chapter is the introduction.It briefly describes the background and significance of the research,summarizes the current research done locally and aboard,as well as identifying the methodologies that guides this study.The second chapter analyzes the current operation procedures of the SanFang Command Center and utilizes the 4Rs of Crisis Management – Reduction,Readiness,Response,and Recovery – to dissect the management process of the Department of Flood Control of Dongguan.The third chapter identifies the problems and issues that were revealed from the inadequate response of the San Fang Command Center in the ―5.11‖ flood disaster,such as low readiness,slow response to emergency,late rescue response and late information distribution.The fourth chapter analyzes the root causes of the issues faced by the San Fang Command Center during the ―5.11‖ flood disaster in four areas – inadequate warning system,slow response rate,insufficient safeguard and outdated information management.The fifth chapter provides countermeasures and suggestions to enhance the flood management process by building a highly functional warning system,logical flood management policy,fully operational rescue procedure and efficient communication platform. |
