Research On Collaborative Governance Of Telecommunications Fraud In L District Of L City

In recent years,the Internet developed rapidly with the advancement of science and technology,smart device and online payment based on the 3rd party payment platform are popularized in several aspects.However,every coin has two sides.When we enjoy the convenience brought by technology,telecommunications fraud has also came into being.Telecommunications fraud mainly refers to cheating on others to acquire other’s property through the use of telephone call,Internet and message.Telecommunications fraud has the characteristics of non-contact,liquidity,and intelligent means of committing crimes.It is not possible to deal with the problems caused by telecommunications fraud with the help of only one department.Therefore,the management of telecommunications fraud requires the coordination of multiple parties.Only with multi-party coordination can we effectively protect the safety of people’s property and maintain the country’s long-term stability.This article takes L District of City L as the research object,and elaborates the current research background and significance of collaborative governance of telecommunications fraud,introduces the research results of domestic and foreign scholars on the response to telecommunications fraud and collaborative governance,and summarizes the concept,types and other characteristics of telecommunications fraud.Combining with the actual work experience,this article analyzes the current situation of telecommunications fraud in L District of L City in recent years about the main types of crimes and related distribution characteristics.Aiming at the current status of telecom network fraud in L District of L City,the article uses typical case analysis methods,investigation and research methods and other methods to conduct research and analysis under the collaborative governance theory.It was found that there be several problems in current process of collaborative governance of telecommunications fraud,such as lack of close cooperation between multi-party governance entities,failure to fully implement coordinated governance measures,the imperfect laws,and the weak awareness of the public to prevent them.These problems were caused by the lack of ideological understanding of multi-party governance,the unsmooth coordination mechanism,and the continuous update of telecommunications fraud techniques.In response to theseproblem,the article refers to the governance experience of other advanced regions in China and proposed countermeasures as follows:build a coordinated governance system for telecommunication fraud,improve the implementation of multi-party prevention and control responsibilities,strengthen multi-party joint combat capabilities,and strengthen anti-fraud propaganda,enhance the public awareness of fraud prevention.
