| Information is the basis and original power of person and organization activities in modern society and an important factor to determine its development and progress.And information disclosure degree is an important symbol to measurea country’s development level and civilization level.The starting point of international government information disclosure system construction was “ Public Documents disclosure Law” issued by Sweden and it had the first legislation climax along with the the twentieth century economic crisis and the outbreak of the Second World War.With the further development of information technology andworld trade in 1990 s,information disclosure legislation ushered in the second climax.Chinese government information disclosure workbegan at the end of the last century with the symbol of the construction of “Regulations on the Disclosure of Government Information” on May 1,2008.After 8 years’ practice,Chinese government information disclosure work has obtained certain achievements,but meanwhile exposed some problems,for example,the legislative level of “Regulations” is not high and the provisions are not clear,which have caused that there were big differences in the understanding and implementation process of “Regulations” in different places.Therefore,it is difficult to effectively implement the information disclosure system and protect the citizen’s right to know.Therefore,with the “Regulations” as the starting point,thinking of the existing problems of the current system and perfection measures has strong practical significance.From the reality of information disclosure work,the author divides this paper into four parts to discuss the suggestions to further improve the information disclosure system construction in our country.The first part introduces the concept of government informationfrom the administrative,accuracy and limitation aspects to solve theresearch object problem in this paper and meanwhile introduces the theory origin of government information disclosure system from the theory of people’s sovereign and the right to know to make the research reasonable and well-documented;The second part expounds the significance of the establishment and perfection of government information disclosure system,thus further laying the practical significance of this study;The third part conducts in-depth analysis for the existing problems of "Regulations" from the legislative level,the provisions,supervision mechanism and other aspects in order to show the direction for the next proposed perfection suggestions;The last part puts forward the reasonable suggestions to improve the information disclosure system in China.Through the development of unified "Information Disclosure Law” to specify information disclosure system,content and supervision mechanism,so that the system can really play its due role. |
