China has a vast territory and complex meteorological features.The meteorological undertakings are closely related to agriculture,transportation,tourism,aerospace and oceans.In particular,with the increase of extreme weather events in recent years,as a scientific and basic public welfare undertaking,the status and role of the meteorological department are becoming more and more prominent.The development of meteorological undertakings is inseparable from science and technology and talents.In the final analysis,the competition of science and technology is still talent competition.Only the scientific management of all kinds of talents can make the development of meteorological undertakings even more powerful.Through the questionnaires and interviews,this paper starts with the appraisal subject,appraisal object,prescribed methods,procedural methods,content indicators,results application and supervision feedback mechanism of the performance appraisal system,and the current staff performance of the meteorological department of Pingliang City,Gansu Province.The evaluation system has carried out in-depth analysis and found that there are some misunderstandings in the performance appraisal of the unit staff,the irrational structure of the appraisal body,the specific methods are not specific,the procedural methods are not scientific,the content indicators are not comprehensive,the results are not fully applied,and the communication supervision feedback mechanism is imperfect.On the basis of this,the author puts forward the optimization measures such as adjusting the scope of the assessment subject,clarifying the assessment rules,reconstructing the assessment procedures,refining the assessment indicators,making full use of the assessment results,and improving the communication and supervision feedback mechanism.Firstof all,this paper expounds the background,significance,content ideas,research methods,core concepts,theoretical basis and optimization logic of the research.Secondly,it introduces the organizational structure and human resources of the meteorological department of Pingliang City,Gansu Province.Thirdly,analyzes the present situation of the performance appraisal system of the meteorological department of Pingliang City,and the optimization suggestions from the aspects of appraisal subject,prescribed methods,procedural methods,content indicators,application of results,supervision and feedback mechanism,etc.The purpose is to better evaluate the work performance of employees and stimulate work enthusiasm,promote the development of Pingliang meteorological undertakings,improve the scientific level of staff performance appraisal work.Finally,make conclusions and look forward to future research.As a grassroots unit of the meteorological industry,the municipal meteorological department plays an irreplaceable role in the development of meteorological undertakings.The research in this paper is an exploration of the systematic analysis of all kinds of talents in the grass-roots meteorological department,in order to improve the performance of the unit performance appraisal,better use of cadres,motivate the enthusiasm of employees,and promote the development of Pingliang meteorological undertakings.The performance appraisal system suitable for meteorological department needs to provide some basic data,which provides a reference for the meteorological department at the same level in improving the employee performance appraisal system.
