Study On The Responsibility Consciousness Of Grassroots Civil Servants

The grass-roots civil servants is an important force in China's grass-roots system,as the subject of administrative activities,most closely on the relationship between the masses of the people,to accept the people's direct supervision,the mode of their ideology and behavior have a crucial influence on the service ability of our government and the image of the government.Although the sense of responsibility of civil servants in our country has a good development trend,However,due to the impact of three aspects of the grassroots civil servants,grassroots government organizations and grassroots responsibility system.so that the grass-roots civil servants can not effectively play a sense of responsibility.Based on the relevant theories,By drawing lessons from Professor Zhang Chengfu's "theory of responsible government",this paper analyzes and summarizes the responsibility consciousness of grass-roots civil servants.The analysis of the responsibility consciousness of the civil servants is mainly from four aspects:the political responsibility consciousness,the administrative responsibility consciousness,the moral responsibility consciousness and the legal responsibility consciousness.By using the method of questionnaire and interview,this paper takes the civil servants at the basic level in X District of Xuzhou as the object of investigation,and analyzes the performance and the main problems of the civil servants' consciousness of responsibility.Through the analysis of the grass-roots civil servants in our country respectively,there are some problems in the four aspects of political responsibility,administrative responsibility consciousness,the awareness of moral responsibility and legal responsibility consciousness,And analyzes the reasons that restrict the sense of responsibility from three aspects.For example: the weak sense of public service,the role of multiple imbalances,grassroots bureaucratic culture strong,the relevant responsibility system is not perfect and so on.In view of the problems existing in the grass-roots civil servants' responsibility consciousness,this paper puts forward three suggestions.First of all,Strengthening the development of personal responsibility consciousness of grassroots civil servants.Secondly,implement the management of grassroots organizations' responsibility consciousness.Finally,Strengthening the construction of the System of Civil Servant's Responsibility Consciousness.The research on the combination of theory and investigation plays an important role in improving the responsibility of grass-roots civil servants.Only the civil service team has a strong sense of responsibility,to ensure that the grassroots political power to use for the people,the feelings of the people,the benefits for the people.
