As Beijing city is one of the advanced regions in China,the administrative center of China,Beijing local government is also an important unit in China's administrative system and the department of author is a kind of typical municipal representative.Talents there are covered by the cadre personnel including foreign language talents,human resource policy research and financial analysis,etc.In a new period authority itself of talent assessment efforts,particularly in the appraisal and appointment of cadre education training work,and contains is strengthening unceasingly,and how to carry out the training work,improve the inspection effect,solve practical problems need to be constantly raise the level,become A problem to research and solve.Talents,as the carrier of human ability of passing on knowledge resources,together with its itself is for knowledge can be subjective creation and continuous innovation ability,to develop new knowledge and to apply new knowledge ability,and to inherit previous knowledge and the education of future generations of knowledge ability,making talent management of human resources works become a particular resource of social development,the economic stability of.As China on the road of revival,Beijing as the capital of China,a small department “A” in charge of Beijing's foreign affairs to communicate,the quality of the absolute number of human resources and talent in the authority itself must be sufficient to determine the object level and competitiveness.Therefore,how to attract and train,evaluate and select the appropriate talents,effectively serve the various positions in the department,and become one of the key tasks of the personnel departments of various government departments.Government departments,which is the core of the management of society as a whole,is shouldering the responsibility for the personnel training of the area and the work direction and accurate employment major task,the main points is how to work for a long term of talent training which will be responsible for the various work of the regional human resources training into a real talents resources,at the same time introduced in other parts of the human resources service in the region,the persistent increase the density of talent and professional quality,the function of talent resources characteristic,the endless driving force for the development of the economic and social development.Therefore,I hereby conduct a specific study on the personnel training of A institutions and the appraisal appointment and appointment of personnel in institutions to further improve education,training,selection and appointment in personnel work and enhance the overall standard.In this regard,I will use the specific issues of human resources as a cut-in approach to theoretical analysis of personnel training and appraisal appointment,comprehensive study of modern theory and methods,from the assessment of the definition of the target,talent assessment and communication,personnel performance appraisal and appointment results It is hoped that the fulfillment of the government's job of appointing qualified personnel for assessment will play an active role to a certain extent.The research results of this paper are mainly aimed at improving the personnel management methods of A institutions,improving the ability of qualified personnel to conduct reasonable appraisal and appointment,and further enhancing the overall operational capacity of the institutions themselves-starting from the human resources themselves,starting from the management methods of the organs appraisal and appointment,From the objective conditions to build a set of effective appraisal appointment and appointment system,such as: the establishment of a system framework,the establishment of a variety of assessment subjects,the application of assessment and reward and punishment mechanism,enrichment assessment mechanism.At the same time,the research results extend to the system of selecting and appointing qualified personnel in government agencies,strengthening reasonable judgments and putting forward reasonable and effective suggestions,playing an active role in enhancing the government's talent management and improving performance.
