Human resource is the most valuable resource in all resources.The practice of contemporary social economic development,human resource development,utilization plays a decisive role in the economic development,people's quality decides everything.In today's international and domestic situation,we are facing a lot of challenges from the external and internal external international.The situation of global economic integration,the political pattern of diversification,the rapid development of science and technology,the development of electronic information change rapidly,all these require our government human resources management must have a global vision and a vision of development.From the internal challenge is the eighteen proposed the talent strategy,the new Scientific Outlook on Development and the new concept of the government public human resources put forward new requirements,we in the selection of cadres,cadres not blindly pursue local economic growth,but also depends on the whole society by Region The coordinated development of economic development,social civilization and moral level and ability to deal with emergencies.These challenges will require grass-roots civil servants as the basic elements of government human resources management,not only need more,we need to constantly develop and tap their potential,improve their comprehensive quality.In view of this training of grass-roots civil servants are necessary,but also enhance the effectiveness of training,in order to ensure the training of civil servants in the same amount of time,energy and material conditions,obtain the maximum return on investment from civil servants.Generally speaking,effective training can help them to learn,give full play to their potential,to achieve a greater degree of its own value,enhance the government of the party in the sense of belonging and sense of honor;from the government,effective training can improve the overall performance of the government,improve the public service.It can improve the overall national strength and international competitiveness of the country,and effective training can reflect the "win-win" development of organizations and individualsBut the current situation of the domestic civil service training is training programs while participating in more,but the effect and efficiency are relatively low.This thesis focuses on the research on the problems in the training of grass-roots civil servants,the civil service training theory,the author expounded comprehensively in the grass-roots work experience.In Hailin City,Heilongjiang Province State Taxation Bureau at the grassroots level the training of civil servants in the existing problems,to analyze the reasons for the deficiency of the current effectiveness of grassroots civil service training,and as a starting point,in the grass-roots civil servants training effectiveness,put forward a more practical training system of grass-roots tailored advice.
