The Mechanism Research On Grass-roots Civil Servant Training Readiness For Training Effectiveness

Civil Servant Training is an important way of public sector capacity building and human capital enhancement, it also decides if Civil Servant Training can achieve the intended purpo-se. So far, domestic and foreign research training needs, training assessment and training effe-ctiveness influencing factors and other aspects of exploration.In this paper, based on previous studies, the major groups of Grass-roots civil servants, trying a new theoretical perspective-training readiness to explore the mechanism of its impact on the effectiveness of training, the establishment of the theoretical model of the impact of the relationship, on the foundations of which making recommendations to improve grass-roots civil servants’training effectiveness.On the basis of the literature, the use of literature, questionnaires, statistical analysis and other methods, by finishing refined the questionnaire, the initial formation of grass-roots civil servants training readiness questionnaire, the recovery of data for statistical analysis, to establi-sh the basic dimensions of China’s grass-roots civil service training readiness and training rea-diness scale. Similarly, to establish the scale of China’s grass-roots civil servants’training eff-ectiveness. Using the data obtained by the two scales to do correlation analysis, path analysis and analysis of variance, discussing the relationship between China’s grass-roots civil servants training readiness and training effectiveness.The results showed that:China’s grass-roots civil servants training readiness includes bas-ic knowledge, personality traits, motivation, learning ability, learning attitude, self-efficacy, background and experience Seven dimensions to be examined; China’s grass-roots civil serva-nts training readiness has an positive effect on training effectiveness, especially training mod-vation and training capacity more prominent impact on training effectiveness; China’s grass-roots civil servants training readiness for each dimension has an interaction effect of training impaction.By empirical Study of grass-roots civil servants in Dalian City, the practical application of theoretical model of relationship between grass-roots civil servants training readiness and training effectiveness, and produce a complete set of grass-roots civil servants training proce-ss, change the way of choosing trained grass-roots. Strengthening the linkage mechanism of grass-roots civil servants subjective and objective quality and setting playing the piano-netw ork pre-training courses suggestions for improvement.
