Evaluation Research On The Whole Process Of Emergency Exercise For Large Scale Blackout Incident

The idea of supporting construction and reform through evaluation is a good policy instrument for guiding the enterprise’s high-quality development.Effective emergency exercise evaluation is a critical task in disaster management,particularly in emergency exercise management.The number of emergency exercise for large scale blackout incident is steadily increasing,and the impact is spreading across the country,but the lack of effectiveness in the evaluation of exercise is becoming apparent.It’s critical to discuss how to solve practical challenges in the evaluation of the entire exercise process and how to improve the effectiveness of the emergency exercise for large scale blackout incident.Using the matching thought of "practice-theory-practice" logic and the thought of promoting the construction by evaluation to comprehensively standardise the system construction of emergency exercise,and give full play to the guiding role of evaluation,this paper constructed the evaluation system and evaluation model of the entire process of the exercise,aiming to use the thought of promoting the construction by evaluation to comprehensively standardise the system construction of emergency exercise,and give full play to the guiding role of evaluation.The following are the key research findings and conclusions:(1)Based on relevant theoretical results and emergency exercise practice,the standardization of exercise evaluation organization was studied,and the whole process evaluation index system of large scale blackout incident emergency exercise was constructed based on the principles of scientific,systematic,operable and guidance,including 3 first-level indexes,18 second-level indexes and 60 third-level indexes.(2)The ahp approach was used to determine the weights of indicators at all levels,and the multi-level fuzzy comprehensive evaluation method was utilised to score and evaluate the exercise’s performance,based on an examination of associated evaluation methods and index features.The two methodologies were combined to create an evaluation model for large scale blackout incident emergency exercise.(3)The effect of qingtongxia large scale blackout incident emergency exercise is improved using a constructed large scale blackout incident emergency exercise evaluation index system and evaluation model,which is based on detailed five evaluation criteria to evaluate events in qingtongxia practice effect,verify the scientific nature and effectiveness of the model,and target problems in practice.
