Organization management is abasic system of government personnel management.Over the years,its management has become more and more standardized,and the establishment of strict control institutions has become an important target for its management.With the development of China’s economic and society,the District and county governments set out to seek by hiring off-staff workers to solve the problem of understaffed,in face of problems such as unreasonable personnel structure,aggravating work task,insufficient staff resources,etc.The use of external employment personnel,while increasing the administrative power of the government;On the other hand,it has enhanced the work efficiency of the institution and provided practical experience for the reform of personnel system in government institutions.Hiring external employment personnel,however,is a kind of prohibited behavior of organization management.It has hit the institutions’ policies to manage strict controls,led to disorderly growth of the number of fiscal support staff,also increased the fiscal burden of local governments,bring about a series of negative effects that hinder the reform of the government personnel system reform and weaken the government’s credibility.Thus,how to regulate and reduce government hiring unofficial personnel has important significance for the government to improve administrative efficiency,reform the personnel system and reduce the fiscal support staff.This paper,through the field investigation of the basic situation of the outside staffing in Datong Lake District,found that the characteristics of unofficial personnel hiring by district government mainly reflects in wide range of staff positions,poor stability,uneven quality,etc.And the reason for the use of the unofficial personnel is mainly due to the unreasonable structure of the existing establishment,personnel by the low level of education,unsound personnel management system,transformation of government functions is not in place,etc.Problems brought about by hiring unofficial personnel is mostly increasing the government’s financial burden,affecting the establishments of management policy efficiency,and causing the waste of resources,damaging the government’s credibility.Regulating and reducing the staffing of the district-level government,first of all,should standardize existing administrative and business staff,clean up off-post and freeloading personnel,standardize units’ direct temporarily transfer of staff,District Party Committee and District Management Committee should take on the responsibility for the Institutional Organization Commission,check on strictly on the use and reassigning of people.Second,repel redundant unofficial personnel and unnecessary off-staff members in practical work of each unit in accordance with the law,and establish and improve the compilation of the employment of personnel management system,check on strictly on the entrance,management and exit of the unofficial personnel,and strengthen supervision.In the end,optimize the management of the organization,optimize the management system of the on-staff members,and allocate institution manning quotas resources scientifically and reasonability.Introduce labor dispatch companies,introduce outstanding talents,signing labor contracts.The fundamental solution of hiring unofficial personnel problems lie in transforming government functions,promoting streamlining government and delegating authorities,optimizing fixed quota system,implementing the classification reform of public institutions,returning more power to the society and getting the government back within its means.
