A Study On The Issuance And Management Of Tianjin's Entry And Exit Documents Under The Background Of The Development Of Beijing - Tianjin - Hebei Cooperation

In recent years,with the continuous development of reform and opening up and the increasing exchanges with foreign countries,the number of the entry and exit documents in Tianjin is also increasing.In 2006,the number of entry and exit documents for the city was 165122 and in 2016,this number is 913123,it's increased by 5 times in the past ten years.This number is growing at an average rate of 25% per annum especially between 2010 and 2016.Entry and Exit Administration of Tianjin is facing an increasing work pressure.As a coastal city,Tianjin is an international metropolis with 11 million resident populations and 2.8 million temporary populations.According to the current growth forecast,the city's resident population will break through 20 million in 2020.Travel documents have become one of the city's necessary documents as identity cards,driving licenses and so on.In the past three years,the number of new entrants in the city is 320,000 in 2014,360,000 in 2015 and 420,000 in 2016.The annual number of new entrants is less than 4% of the total population of the city.With opening policy of the for entry and exit documents,the number of entry and exit documents for remote household registration staff is also increasing,and they mostly come from Hebei and Beijing.Tianjin's entry and exit work still has much development space.It is important to coordinate provinces and cities to work together to make a greater degree of convenience to the city and remote residence applicants for documents.The development of Beijing-Tianjin-Hebei is an important national strategy.How to serve the regional collaborative development is an important issue for public security immigration management.This paper starts with the present situation and trend of the issuance of citizens' entry and exit documents,and it uses some of the theories in public administration to analyze the challenges faced by Tianjin Public Security in issuing the service of Beijing-Tianjin-Hebei cooperation.Also,this paper is combined with more advanced domestic and foreign immigration management ideas and methods,so as to put forward the unified policy management service standards of Beijing-Tianjin-Hebei,the reform and innovation grassroots public security immigration management service system,the information technology in all directions speed,the regional police cooperation and criminal investigation and prosecution mechanism and a series of initiatives.We are looking forward to better service for the Beijing-Tianjin-Hebei coordinated development.
