In February 2014,coordinated development between Beijing,Tianjin and Hebei became a major national strategy.In the Outline of Beijing-Tianjin-Hebei Cooperative Development Planning,it is emphasized that the equalization of basic public services in Beijing-Tianjin-Hebei area should be taken as the precondition to relieve the non-capital functions of Beijing.As an important area of Beijing-Tianjin-Hebei coordinated development,the basic public services in Hebei Province must catch up with each other before 2020 and gradually narrow the gap between the two basic public services.Improve the equalization of basic public services in the Beijing-Tianjin-Hebei region.Since 2005,the Beijing-Tianjin-Hebei region has been actively exploring for more than ten years.The regional talent integration construction has gradually transitioned to the construction of a social public service system,which has played a very important role in promoting the overall development of the region.However,compared with the Yangtze River Delta region and the Pearl River Delta region with a high level of regional integration,the construction of basic public services in the Beijing-Tianjin-Hebei region is still relatively lacking.We must be soberly aware that the problems of insufficient distribution of basic public service talent resources in the Beijing-Tianjin-Hebei region,the imbalance of public service talents and units,and the unsmooth communication channels of public service personnel still exist.This paper investigates and studies the status quo of basic public service personnel exchanges and cooperation in Beijing,Tianjin and Hebei,fully recognizes the value of regional public service talent exchange,and should strengthen academic exchanges and learn from each other's strengths.Hebei Province takes Xiong'an New District as an opportunity to rapidly improve itself.The public service talents in Beijing and Tianjin will promote the development of public services in Hebei Province,thus realizing the integrated development of basic public services in Beijing,Tianjin and Hebei.At the same time,the management of public service talents will be innovated,and the establishment of public service attributes and job management will be abolished.Public service organizations and talents are "relaxed",broaden the channels for communication of public service talents,establish a platform for exchange and cooperation of public service talents,and realize the market-oriented allocation of talent resources,etc.,to create a new situation of talent exchange and cooperation in the Beijing-Tianjin-Hebei region's basic public service talents and talented people.
