Research On Evaluation Index System Of "Internet +" Government Service Capability Based On DEMATEL Method

With the rapid tempo of information technology progress such as artificial intelligence and big data,the Internet has played an important role in all walks of life,and the online and offline scenarios have been innovating and developing,which has a far-reaching and wide-ranging impact.Based on this background,in 2016,Report on the Work of the Chinese Government was put with the concept of “Internet +” government service,and in 2018 Chinese Government issued the notice of deepening the "Internet + government services" to promote the implementation of the "one network,one door,one time" reform.It clearly pointed out that we should establish and improve the system of national data sharing and exchanging,accelerating the integration system of government data resources in the whole country.After these opinions and policies were promulgated,the ministries and commissions of the Central Committee actively made use of the Internet to create a new mode of “Internet +” service.In the meantime,the existing government service network platform has various shortcomings,such as the inadequate content,the lag of update time and the serious problem of information islands,which greatly reduces the satisfaction of citizens.In order to achieve the best order and improve social benefits,we should set up a scientific index system to check the construction and operation effect of the “Internet +” government service platform.The main purpose of this study is to get an evaluation index system of capability of “Internet +” government service,analyze the relationship between indicators,and determine the weight.First of all,this study builds an evaluation model through the theory of "government as platform".Through the literature review of “Internet +”,government service capability and E-government service capability,the index system is built initially and modified according to the opinions of experts and practitioners.Secondly,DEMATEL method is used to analyze the relationship between various dimensions and indicators,clarifying the specific functions and attributes of indicators,and drawing a network diagram.Nextly,we calculate the weight through the network analytic hierarchy process(ANP).As a result,we can form a complete evaluation index system of “Internet +” government service capability.Lastly,through specific empirical analysis,the measurability,guidance and scientificalness of the index system are tested,and the research conclusions are export.
