Since the eighteenth congress,the CPC central committee is more and more realized the social organization is an indispensable strength in governance,put forward the vigorously support and the development of social organizations,activate social organization.Our country social organization under the policy support,development environment improving present a spurt of growth.On September 1,2016,China's first \ "charitable act\" issued and implemented,and the \ "regulations on the administration of social service agencies to register\" and so on a series of reform measures be forthcoming,marked the charitable organizations in China ushered in the golden period of development.As directly to the society to provide public services,the charity behavior,the respect such as business,credibility will also more and more attention of the society.In the next period of time,China's charity will be known by people more and more,but across the country in addition to the north of this most of the city for a charity management thinking,management way also has certain problem.Therefore,how to from two aspects of government departments,social organizations to sum up experience,put forward problems,analyzing the situation so as to solve problems in promoting the development of charitable organizations and charity in China has very important practical significance.Based on the field survey,data collection and daily business on the basis of the field,through the documentation on the central,provincial,municipal and social organization development situation analysis,under the premise,select the C city 40 charitable organizations,from its 2016 annual work report of the internal personnel involved in structure,financial situation,comprehensive analysis of simple project,and in 10 districts(counties)of C city municipal and consists of the municipal civil affairs departments communicate social organization management,probe into how to innovate charity management research.In this paper,based on the theoretical research at home and abroad,from the basic situation and the development of charity in China,firstly introduces our country current charitable organizations to manage access,double management mechanism,motivation,supervision,then lists the Britain,the United States and Germany charitable organization management system,by absorbing foreign advanced experience for China's charity management improvement for reference.Again throughthe C city charity 2016 annual work report and the actual situation of the civil affairs department daily work is pointed out that at present,the development of charity charitable organization faces scale small,the effect is not obvious,poor financial status,lack of policies to guide support;Registration and management agency has limitation less too much,too much administrative intervention,policy support,supervision and management does not reach the designated position,management strength is weak,and other issues.According to the problems existed in this simplified access program introducing market competition,effective integration of resources to strengthen incentives,using information technology to improve the creative thinking of the supervision mechanism,and the idea to create the conditions appropriate charity development,establish a charity service institutions and charity information management system for online double hub in the center of the integrated management system,establish and improve the relevant laws and regulations safeguard charity organization shall have the rights and interests of the innovation management mode,to promote the development of charitable organizations and charity in China.
