The Study Of Residents Autonomy Realization

The rapid development of socialist market economy has exerted Chinese traditional society. The basic unit of society is city community where social changes are especially obvious including the increasingly damaged ties among people, the continuously reduced interaction among people and organizational degree as well as the more and more serious atomization state. Report to the Eighteenth National Congress of the Communist Party of China pointed that we should improve the way mode in which the government provides public services, strengthen the social management and social service system at community level, and ensure that urban and rural communities provide better services. Enterprises, public institutions and people’s organizations should play a better role in conducting social management and providing related services. We should guide social organizations to develop in a healthy and orderly way and fully leverage the fundamental role of the people in social management. Putting the Eighteenth National Congress of the Communist Party of China’ spirit into action, we should further improve residents’ autonomy, improve the level of grassroots governance. We should attach great importance to the community of the cultivation, management of service organizations, the cultivation and management of all kinds of nongovernmental service organizations in the community develop its service, reflect the appeal, standardize the behavior of the role, Community residents is the main part of residents’ autonomy, and also the basis of the residents autonomy, residents autonomy must fully arouse the enthusiasm of residents to participate in, find their participation points of interest is the key to arouse the enthusiasm of residents to participate in. Residents needs channels to participate in community governance, only providing residents with appropriate participation channel can residents be better participate in the autonomous action and realize effective residents autonomy.Based on the method of literature and empirical research method, this thesis attempts to give a description of the conditions of residents’ participation in the association "I Do protect the green pioneer" in Qing Song community and the operation of this association. The specific research questions of this paper include:(1) how to make the community residents’participation possible? (2) how to make the community associations’maturity possible The author uses obtained data and materials to make adescription of the foundation badcgroimd,relevant conditions and operation of this association and also make survey and analysis of the residents, participation and the association,smanagement,finding that the community residents under the guidance of professional social workers use the relevant resources establish this organization which leads the residents participate in autonomy and achieves goodsuits. Through analyzing the ftinction of this mature social organization in the residents autonomy, the author finds that this social organization can meet the needs of community residents,provide platform for the residents to participate in autonomy, and enhance the community sense of belonging and identity of conununily residents in terms of attracting tile comiminity residents participation; This social organization can solve the community proems,give full play to democracy and reasonably develop and utilize the potential resources in the community in terms of residents autonomy. Residents autonomy shifts from oneness coping with diverse demands to multivariate participation in governance and its effect is remarkable. Therefore, the author sublimes the ethic theory, using theoretical analysis to summarize the effective mechanism of residentsS participation in autonomy,namely organizing the residents to form demand-orieted tiny groups and establishing tiny programs under the condition of injection related resources to guide the residents to set up the tiny community associations and participate in tiny autonomy.Finally the conclusion;s drawn that achieve residents, autonomy in true fashion of democratic consultation, it is essential to find out multivariate tiny community groups,set up diversified project,establish diversified society, meet the diverse autonomy.
