Research On The Problems And Countermeasures Of The Implementation Of New Rural Community Construction Policy Of Jining City From The Perspective Of Interest Game

Public policy enforcement is the central link in the public policy process,it is the key to achieving policy objectives.Only through the implementation of public policy,can policy objectives become a reality.Public policy enforcement is a process of redistribution of social interests.Only through the correct adjustment and integration of social interests,can public policy implementation really achieve the policy objectives.However,some problems alwaysappearin the process of implementation of public policy,making policy implementation can not reach the desired goal.At present,the problems of public policy enforcement in China have occurred in various fields,especially in the construction of new rural communities.In October 2006,the decision of the party's sixth plenary of sixteen session on"Several Important Issues Concerning the Construction of a Socialist Harmonious Society" made it clear for the first time that "actively promoting the construction of rural communities,improving the new community management and service system,and making the communities into a well-managed,well-service,civilized and peaceful social life community."From then on,the construction of New Rural Communities has been paid more and more attention.The aims of the policy of new rural community construction is to accelerate the process of urbanization,promote urban and rural integration,coordinate urban and rural development,narrow the gap between urban and rural areas,and let the majority of farmers share modern civilization.The target group is "the majority of farmers" so the new rural community construction should adhere to the"people-oriented,safeguard the interests of the majority of farmers" principle,and really benefiting farmers.However,there is a kind of phenomenon that "When there is a policy above,there is a countermeasure underneath" appearing in the process of public policy implementation,making farmers become the victims of benefits.Therefore,it is clear that policy implementation and policy objectives have produced a large deviation.Properly solving the problem of the vital interests of farmers,is the most profound wishes of the majority of farmers,which the party and the country also attach great importance to.This paper studies the construction of new rural communities from the perspective of interest game,and takes Jining as an example to carry on the empirical research.Based on the theory of game theory,principal-agent and public choice,this paper studies the implementation of new rural community construction in Jining.Firstly,it analyzes the main problems in the implementation of the new rural community construction policy in Jining.And then,the reason of the implementation of the policy of the new rural community construction is studied from the perspective of interest game.This paper analyses the reasons from the factors of interest game,policy and institution.Then,through the analysis of the successful experience of three typical New Rural Community Construction models,hoping that the new rural community construction of jining can get some enlightenment.Finally,the paper puts forward some countermeasures and suggestions to solve the problems of policy implementation of the new rural community,thinking that the key to solving the problem is to integrate the interest relation.First of all,we need to clear he code of conduct of stakeholders,to promote cooperation in the game,In addition,needing strengthen the policy of scientific and democratic,to promote the effective implementation of policies,and finally is to perfect the institution,to optimize the rules of the game.
