Studies On Management Methods Of Civil Moral Construction Based On Theory Of National Social Capital

Since China's reform and opening-up,with the development of market economy,foreign culture and other factors,Civil Morality in our country has been eroded to a certain extent,therefore,government needs to constantly improve civil common moral levels,through innovative management methods,on the basis of the original policy.On November 2013,during visit to Shandong,President Xi Jinping pointed out: "Without virtue country cannot be prosperous,without virtue people cannot stand".His speech is from the perspective of national and social development and prosperity to understand construction of moral system,which is an important theoretical basis for improving national quality and development.Therefore,studies on problems of building moral system have important theoretical and practical significance for the development of social economy and the great rejuvenation of the Chinese nation.Based on the importance of civil moral construction,this paper analyzes significant value and significance of civil morality for social development and harmonious society by using the concept and theory of national social capital.Firstly,from perspective of theory of national social capital,the paper analyzes the importance of moral construction to improve the social capital in our country.National social capital refers to a general term for all the intangible capital except tangible capital such as money capital,material capital,human capital,technology capital,in which morality can constitute one of the core content of development of national internal social capital.It is the basis of people's cooperation and mutual aids and also an important condition for the quality of human resources in national development.Through the theoretical analysis of national social capital,we can more clearly understand the value and significance in establishing our moral system.Secondly,combining with social characteristics during the period of national social transformation,the paper analyzes current situations and existing problems of China's moral construction.It analyzes reasons of problems,including foreign and domestic factors and social factors of development of market economy and social transformation and where need for improvement in the respect of policies of moral construction.The purpose of the research is to find the key factors that restrict the improvement of civil common moral levels,and to provide a strong support for its exploration.Finally,based on characteristics and conditions during the period of national social transformation we propose innovative methods to build our moral construction management,and to promote the moral development through specific policies,community organizations,various types of education,propaganda and public opinions,and to provide theoretical support and reference through the innovative management methods to improve effectiveness and system of moral construction in order to improve civic moral levels and establish effective management methods.
