| By the end of 2020,the number of elderly people aged 60 and above in my country exceeded 260 million,accounting for 18.70% of the total population.With the increasing number of elderly people in our country,the demand for old-age care is also increasing day by day,and the problem of aging has changed from a social phenomenon to a social problem that cannot be ignored.In view of the influence of traditional culture such as "filial piety and respect for elders" of the Chinese nation,the vast majority of the elderly choose to stay at home for the elderly.In this context,this paper conducts an in-depth investigation of the development status of home-based elderly care service facilities in Lianhu District,Xi’an City,starting from the needs of home-based elderly care and the problems existing in home-based elderly care service facilities,and studies the current configuration of home-based elderly care service facilities in Lianhu District.To improve the service level and service quality of the existing home-based elderly care service facilities,and to meet the diversified elderly care needs of the elderly at home.This paper mainly analyzes the shortcomings of the existing home care service facilities based on the in-depth investigation of the existing home care service facilities in Lianhu District,Xi’an City,combined with the needs of the elderly at home,and then combines the construction status of Lianhu District.Make adjustments to improve the service level and quality of the existing home-based elderly care service facilities in Lianhu District to meet the elderly care needs of the elderly at home.This paper firstly makes a new understanding of the home-based care model from three aspects: the definition and service content of home-based care,the characteristics of home-based care in my country,and the re-understanding of home-based care.Then,the current situation of the elderly population in Lianhu District was analyzed,and it was concluded that the aging of Lianhu District was serious,with obvious characteristics of aging and empty nesting.By analyzing the general situation,spatial distribution,current situation and construction of home-based elderly care service facilities in Lianhu District,it is concluded that the current home-based elderly care service facilities in Lianhu District have shortage of space resources,insufficient medical service facilities,and the need for home-based elderly care services.A series of problems such as insufficient support,lack of professional management and operation talents,and generally small facilities are difficult to carry out.In view of the problems existing in the current home-based elderly care service facilities in Lianhu District,this paper will focus on the corresponding optimization measures from four aspects: home-based elderly care service facility system,spatial layout optimization methods,construction and implementation strategies,and participation mechanisms:(1)Home-based elderly care service facilities System optimization.Combined with the residential area of the living circle,in the existing homebased elderly care service facility configuration system,a comprehensive home-based elderly care service station will be added in the residential area of the 15-minute living circle,and elderly meals and activity centers will be added in the residential area of the5-minute living circle.On this basis,further improve the facilities configuration functions at all levels and improve the facility service capabilities.(2)Optimize the spatial layout of home-based elderly care service facilities.It is proposed to strengthen the coconstruction and sharing of home-based elderly care service facilities,and to optimize the layout of home-based elderly care service facilities in Lianhu District by adopting embedded configuration and encouraging land use compatibility.(3)The implementation strategy for the construction of home-based elderly care service facilities,proposes regionalized and market-based large-scale operations,introduces third-party organizations to participate in the construction of home-based elderly care services,develops the "chain-based elderly care" model,sets up "family elderly care beds",and creates a standard An integrated platform for home-based elderly care services,specific implementation strategies such as linkage between medical care and elderly care,and strengthening of medical services.(4)Establish a home-based elderly care service system with the participation of multiple subjects.Give full play to the core position and guiding role of government departments,strengthen the dominant position of market players in service supply,and improve the supply efficiency of elderly care services with the flexibility of for-profit and non-profit organizations. |
