A Study On The Improvement Of The Shanghai Community Community's Deliberation Mechanism

In September 2014,general secretary Xi Jinping pointed out at the 60 th anniversary congress of the National People's Congress(NPC)that the system of grassroots mass autonomy should be adhered to and perfected so as to prevent the masses from having the right and the actual power in the form.In recent years,in the process of improving the autonomy mechanism of the residents in the community,expanding the scope of community residents' autonomy,improving the democratic management system,building the urban and rural communities into an orderly,well-served and civilized social life community.Local governments have carried out various forms of community autonomy system innovation activities on the basis of the organization of the residents' committee.At present,there are many urban communities in China generally changed the traditional neighborhood committees and the implementation of the practice as a whole,and the implementation of stratification,the implementation of community multi-party proceedings,the implementation of the residents of the Committee.This innovation is not only conducive to the residents of the community neighborhood committee supervision,but also conducive to grass-roots democratic consultation and democratic decision-making.However,the nature and status of the "community council" in the urban community autonomy system are not clear,and the relevant laws and regulations and institutional mechanisms are in the process of exploration and research.According to the above,based on the theory of deliberative democracy,this paper briefly introduces the present situation of urban community procedure in Shanghai and discusses the effect of the mechanism of urban community procedure,including:1.Effective implementation of grassroots deliberative democracy;2.To balance the interests of all parties;3.To cultivate the spirit of citizenship;4.To promote the legitimacy and scientific nature of public decision-making;5.To Supervise public power.Based on the above,this paper analyzes the residents' councils of the two communities of different types of communities,such as "Hongqiao residents' half-month talk" and "Gumei residents' public hall",as a case study of community discussion activities of Minhang District,Shanghai,"community discussion and exploration of residents' deliberative mechanism",As can be seen from the case,there are some problems in the present urban community procedure.Then,this paper analysis the cause of those problems.Finally,this paper puts forward some suggestions on how to perfect the mechanism of urban community procedure in our country,including: First,clear the main body of responsibility;Second,the introduction of media to enhance public awareness;Third,the use of network platform to enhance the participation;Fourth,strengthen the training system to scientific and perfect mechanism;Fifth,accept the supervision of all parties;Sixth,innovative forms of proceedings.
