In June 2014,the Central Committee for the Deepening of the Reform of the Reform Leading Group examined and approved the "Framework Opinions on Several Issues Concerning the Reform of the Judicial System" and proposed the establishment of the system of specified number of judges and prosecutors.The system of specified number of prosecutors will help ensure that the procurator will exercise the procuratorial power independently and promote the specialization of procuratorial personnel.At present,although the reform of specified number system has achieved initial results,there has been a new change in the structure of the staff of the prosecutors,and the new responsibilities have been given to the prosecutor's authority.However,there are some problems with the specified system.The administrative and localization of the judicial profession has not been eliminated.The amount of income unreasonable,from the developed areas,in advance to develop 39% of the input ratio is obviously lower,not suitable for high per capita handling cases.The reform of the specified system has led to the fact that a large number of persons with a prosecutor status are no longer in charge of the Prosecutor,which undoubtedly exacerbates the prosecutor's resignation in recent years.During the development of the selection process of the prosecutor,there are defects in the access mechanism,the selection content,the vocational training and the selection organization.The investigation of the right of investigating duties of duty crime means that the functions and adjustments of the functions of the two major organs of the Government and the prosecution have led to the emergence of new posts.To improve the reform of the post system of the prosecutor in our country,we should optimize the selection mechanism of the post of the staff,establish a special selection committee of the prosecutor,improve the selection process and determine the reasonable proportion of the entry.At the same time,we should implement the system of responsibility for hosting the prosecutor,promote the construction of the system related to the system of the staff of the prosecutor,construct an effective internal supervision mechanism,construct a clear mechanism of authority and reform the existing evaluation and assessment mechanism.In order to protect theindependence and stability of the prosecutor's profession,but also to improve the prosecutor's occupational safety mechanism,the implementation of conditional prosecutor tenure system.
