Research On The Administrative Approval System Reform Of County Government

The administrative examination and approval system is an important administrative measure in our country's national governance.In the era of the planned economy,It plays an important role in regulating the allocation of resources,achieving macro-control and ensuring social and public safety.With the establishment and development of socialist market economy in China,the problem of national quality continuous improvement,continuous change of social system,and constantly improve the mechanism,the government too strict too wide,which makes the social subject difficult to participate in economic development.The social and economic development has been hindered and the demand for the masses has not been satisfied.Facts prove,The traditional governance model is not feasible.Therefore,the reform of the administrative examination and approval system has been initiated from top to bottom throughout the country,local governments issued opinions on decentralization in order to develop the economy.The county government is the last level of government to promote the reform of the administrative examination and approval system,so,the success and failure of the implementation of the county government is directly related to the success of the national administrative examination and approval system reform.Sina 2009,Puyang County has started the reform of the administrative examination and approval system,and has do a lot of work,such as merging the functions of administrative examination and approval,clearing administrative approval to shorten the processing time.In recent years,Puyang County has been making great efforts to promote the reform of the administrative examination and approval system and to improve administrative efficiency,and has achieved certain results.However,there are still problems in the reform of the system,these problems are not unique to Puyang County,but exist all over the country.On the reflection of the reform of the administrative approval system of the county government at the same time,we should earnestly draw on the successful experience of the advanced regions.With reference to the experiences of Tianjin,Chengdu,Jiangsu,the writer explored some measures to improve the existing administrative examination and approval system reform.
