Research On The Social Welfare Satisfaction And Fairness Of The Agricultural Transfer Population

Fairness and justice are the principles and foundations for the construction of the social security system,and also an important indicator for maintaining the agricultural transfer population to receive social welfare equally.Research shows that the subjective fairness of the group affects the construction and improvement of our social security policy.Restricted by the urban and rural dual household registration system,the agricultural transfer population often cannot obtain the "opportunity fairness" in the social welfare treatment;In the implementation of the welfare policy,due to the lack of a unified system and mandatory laws and regulations,the social welfare of the agricultural transfer population is insufficient quantity,poor quality,and does not meet the demand.These will not only affect the social welfare satisfaction of the agricultural transfer population,but also affect their sense of subjective fairness.Based on the theory of social equity,this study combines the characteristics of social welfare and current situation of agricultural transfer population to explore the significant impact of welfare satisfaction on welfare fairness.This study takes the agricultural transfer population as the research object,prepares a questionnaire based on the social welfare satisfaction and fairness index of the group,and conducts a sample survey of the agricultural transfer population in Zhangdian District of Zibo City,and obtained a total of 424 samples.Then use empirical research methods to establish the relationship between social welfare satisfaction and welfare fairness.Firstly,basic processing of survey data,descriptive statistical analysis of demographic characteristics,welfare satisfaction,and welfare equity of the sample;using welfare satisfaction as an independent variable and welfare as a dependent variable,through the correlation analysis and multiple linear regression analysis,lead to the following conclusions:1.The social demographic characteristics of gender,age,marital status,job type,working years and monthly income of agricultural transfer population are significantly different in social welfare satisfaction and welfare fairness;2.There is a significant positive correlation between welfare satisfaction and fairness.From the above conclusions,the construction of the welfare system must consider the particularity of the group to meet the real needs of the group,and we will achieve the relative fairness of social welfare.Based on the above findings,now make the following suggestions:1.Accelerate the improvement of the urban and rural dual household registration system,establish a unified social welfare system,and solve the unfair welfare problems faced by the agricultural transfer population from the root cause;2.Establish a welfare system with fairness as the core to effectively meet the welfare needs of the agricultural transfer population.The government and employers must rationally improve the occupational welfare benefits of the agricultural transfer population,raise the income level and strengthen vocational training;support the moving children of the agricultural transfer population to receive education,pay attention to the children’s academic,their physical and mental health;establish a sound medical and health service system to strengthen the protection of occupational diseases;and to improve the living environment of agricultural transfer populations;3.Improve social welfare legislation and ensure that social welfare policies are further implemented;4.Strengthen the propaganda of welfare policy,expand more convenient and effective information to understand channels,to make the agricultural transfer population fully aware of social welfare policies and apply for social welfare benefits to local governments and employers.5.Supervise the responsibility of corporate welfare entities,establish a correct concept of rights and responsibilities,provide a fair and just social welfare environment for agricultural transfer population,and improve their urban living standards.
