Research On The Implementation Of Tobacco Control Policy In Wuqing District Based On Model Of T.B.Smith

The World Health Organization(WHO)holds the belief that the tobacco epidemic has become the most serious threat to human health and is particularly serious in China.Whether the tobacco production or consumption,the number of smokers or diseases caused by smoking,China has the largest number in the world.However,the tobacco control has not been carried out effectively by the government.Since the Framework Convention on tobacco control came into force officially in 2006,policies and regulations on tobacco control have not been published at the national level and only published in some local governments.Tianjin Municipal People's Congress Standing Committee adopted "the Regulations on smoking control in Tianjin" on the 28 th of March 2012,which formally implemented on May 31 st.The regulations expand the scope of the no-smoking area and adjust the main law enforcement,which is more in accord with the requirements of the convention,compared to the Regulations on the Prohibition of Smoking in Public Areas in Tianjin promulgated in 1996.However,up to now,the implementation of the regulations and the policies do not meet the public expectations and tobacco epidemic has not been effectively controlled.Therefore,it has important practical significance,through the perspective of policy implementation,to analyze the problems existing in the process of the tobacco control policy implementation and study the mechanism of the tobacco control policy implementation for promoting tobacco control work.On the basis of collecting and analyzing various materials of tobacco control policy,the essay used the methodology which combines the theoretical study and empirical study.First,this essay introduces the status of the tobacco epidemic progress,the progress of tobacco control policies implementation,the significance of tobacco control policy,the history of China's tobacco control policy,and the content of the policy implementation model.Moreover,this paper,combined with spot-research reports in Wuqing district of Tianjin,through the investigation of no-smoking areas,analyze the implementation of the tobacco control policy,and find out the existing problems which are the lack of attention of the government,the weakness of Public awareness of tobacco control,the lack of full-time law executor,and of special funds.On this basis,the paper,with the application of the policy implementation model of T.B Smith,starting with the relationship of idealized policy,implementing organization,target group,and environmental factors,analyzes thereasons for the ineffective implementation of the policy of tobacco control,including the defects of the policy itself,the unreasonable allocation of the executing agency,the self-consciousness of the target groups and the restriction of the interest groups.Finally,the countermeasures and advices are offered,including consummating the tobacco control mechanism,improving tobacco control policies and regulations,making tobacco control policy interpretation properly,improving the quality of law executor,conducting propaganda of the harmfulness of the smoking,and mobilizing the public participation.
