The Research On Citizen Participation In Public Decision-making Based On The "Internet +" Horizon

Public decision-making,the dominant way of public services and implementation of management which are provided by government,is the starting point of the government public management activities,the basis to perform the various functions,and throughout the whole period of the government management activities.Two closely related thesis are mainly involved in the public decision-making research,namely the democratization and scientization.The former involves the value and and its realization way of public decision-making,and the latter is concerned with technology and technological optimization process.The democratization and scientization are the basic task and important premise to make the public decision-making itself legitimacy,rationality and feasibility.Citizen participation in public decision-making is the logical starting point and core content of administrative democracy,and it is also the basic requirement of scientization and democratization of public decision-making.Citizen participation in the modern society can directly reflect the level of modernization of the government public decision-making.Besides the coexistence of scientization and democratization,the core of the modernization of public decision-making model is to achieve the combination of "tool rationality" and"value rationality" in the process of decision making.In order to further make the scientization and democratization of public decision-making more efficient,the means of citizen participation need gradually be upgraded and transformed by the network.Under the background of "Internet+" age,this paper stated the background and significance,summarized the status and results,defined the core concepts and basic theory about the related research and expounded the necessity of the citizen network participation in public decision-making through consulting a large number of related literature at home and abroad.Moreover,this paper made a historical analysis and comparative study about our citizen participation in public decision-making process,also made a comprehensive summary and analysis of the current situation of the citizen participation.Finally,in view of the difficulties citizen participation faced,based on the concept of "Internet + " and the construction of "Internet + government service" imagining the trend of the development of the citizen participation in public decision-making.Then make a conclusion that we should make efforts from the five aspects:government,citizen,media,institution and the environment,so as to realize the transformation and upgrade of the citizen participation in public decision-making.
