Study On Countermeasures And Current Situations Of Administration Of Technical Inspection For Motor Vehicles Safety In Ninghe District

It is the exponential growth of the index of living demand,and the rapid development of economic power,that has led to the importance of motor vehicles in the modern society.The safety of motor vehicles is widely concerned because of the safety of road traffic,thus the inspection of it also mentions special status.Because NingHe area is located in the Beijing,Tianjin and Tangshan hinterland,we are very necessary to manage the work of technical inspection for motor vehicle safety in this area that concerning to do a good job in road traffic safety.In this view,the research of this paper has very profound influence.The paper is based on the field survey and investigation interview to the institution of technical inspection for motor vehicles safety and functional departments,as well as accessing to a variety of datas and documents.With the methods of deive lnventorles,and the methods of case analysis,and also other research methods,it is concluded that the administration of technical inspection for motor vehicle safety in Ninghe district is restricted by the institution of technical inspection,functional departments,and the restriction of the external environment.The institution of technical inspection has the problems that the work of inspection is not standard,the skills and qualities of staffs are not high,management system has not operated effectively,the equipments are imperfect,and the layout is unreasonable.The functional departments have the problems of lack of manpower,backward means and difficult joint supervision.It is the external environment that the quantities of the institutions of inspection are very few,the inspection and maintenance exist disjunction and facing horizontal competition.Combining the theory of new public management and theory of public safety,and using the related knowledge of management,in this paper,the author puts forward some reasonable countermeasures and suggestions for the three factors that affect the administration of technical inspection for motor vehicle safety in Ninghe district.It is very necessary to strengthen the body of the inspection institutions that through defining inspection behavior,operating management system effectively,perfecting testing equipment,and optimizing layout.It is very important to strengthen supervision and management that through strengthening the team construction,optimizing the regulatory means,and promoting the joint supervision.It is also necessary to create the benign development of the environment that through strengthening the inspection institution building,sharing information,and encouraging competition.
