Research On Wuhan Subway Security Inspection And Improvement Measures Based On Public Safety Theory

Subway is an indispensable means of transportation in modern cities,it is not affected by the weather,it has the characteristics of punctuality,convenience,energy saving and environmental protection.But the premise of all these advantages of subway is safety,if rail traffic accidents to be occurred and affect the safe operation,the consequences will be inconceivable.The first subway security check in China was carried out during the Beijing Olympic Games in 2008.Subsequently,major cities all over the country began to implement subway security check one after another.Undeniably,Subway security inspection has brought about certain social benefits,but the controversy about subway security inspection has never been stopped.There has some discussion about that subway security check is necessary or not,if the subway radiation exceeds the standard.And how to balance the security and traffic efficiency of subway.It is the responsibility of the government to ensure the safety of this public place.How to explore the balance between safety and efficiency in subway security inspection from the public management point of view has become an important research direction of subway security inspection development.In this study,taking Wuhan Metro security as an example,after introducing the theory of metro security,the necessity analysis of subway security,the risk management system of subway security,and the theory of public safety management,Analyze the current situation,existing problems and causes of the security inspection of Wuhan Metro.After that,it formulated a corresponding strategy.This study shows that the Wuhan Metro security inspection began in June 2013,through the analysis of Wuhan Metro security staff,the efficiency of subway security,the public's attitude toward subway security,and the supervision of subway security,etc.The investigation shows that the relevant legal provisions are very abstract,the quality of security inspectors in Wuhan Metro is not uniform,the safety and efficiency are difficult to coexist during the peak period,and the public has doubted about the radiation and hygiene conditions of the security inspection equipment.The government throws to the subway security inspection system to be improved and other questions.Aiming at the problems and causes of Wuhan subway security inspection,we draw the experiences and lessons from the relevant aspects of subway security inspection in developed countries.We can seek practical and effective ways to manage the subway security inspection.In this study,in order to solve the problem of Wuhan subway safety inspection,Proposing countermeasures from various aspects.At the level of regulations and systems,proposals have been made to increase the judicial interpretation of the Anti-Terrorism Law and to regulate the national urban rail transit regulations.At the government service level,we put forward proposals for strengthening the education and training of security personnel,strengthening physical and mental relaxation training for security personnel,and strengthening the career planning of employees.In terms of ensuring safety and increasing the rate of pass rates,proposals have been made to find a balance between safety and efficiency and to enhance the efficiency of science and technology in assisting security inspections.At the level of strengthening government supervision,measures such as improving supervision,strengthening collaboration among various departments,establishing citizen credit files and other measures.Through this study,We trying to establish an efficient and feasible operation mode of subway security inspection.To improve and develop the subway security inspection service constantly,and provide the guarantee to the safety and efficiency for passengers' travelling,keep the balance between safety and efficiency of the subway security inspection.
