Research On Local Government Consciousness Based On The Modernization Of Governance Capability

The party made it clear in the third Plenary Session of the 18 th CPC Central Committee that the overall goal of deepening the reform is to improve and develop the socialist system with Chinese characteristics,promote national governance systems and governance capacity modernization,make the modernization of governance systems and governance capacity as an important issue of the party and the country put on the agenda.Otherwise,The local government,as a cornerstone of national power system,reflect the ability and level of national governance,the effect of governance directly shows the social governance capacity of local government.So,the consciousness of local government in the process of governance will play a key role.Now,our country is in the current period of social transformation,face so many problems and challenges,While speeding up the modernization of local government,improve the effectiveness of local government governance,We must pay attention to strengthen the construction of the government,through the improvement of government consciousness,to realize the modernization of local government governance.My research is under the guidance of governance theory,combined with the reality of local government governance,in the process of modern governance capacity,to look for ways to strength the realistic of local government,in order to provide a reference for the local government consciously building.Firstly,the paper starts from the related concepts,pay more attention to analyzing the concept of governance,governance ability,modernization and government consciousness.Then,make a theoretical analysis on the theory of limited government,the theory of governance,the theory of responsible government and the theory of subjective initiative;Secondly,analysis the situation and reasons of local government's consciousness of modernization of governance capacity,include the problems andreasons;Finally,from the aspect of the government,society and system design,to put forward the choice of strengthening the government's conscious construction in the process of improving the governance ability of the local government.
