Research On The Reform Of The Government’s Leading Development Zone Administrative System

Since30years of the Chinese reform and opening up, our development zones have being after a golden period of the rapid development, and basically formed the administrative system and entrepreneurial environment with the characteristics of high-tech zones, which is increasingly becoming the important growth pole of driving by the economic and supporting the regional economic development rapidly. At present, our development zones have been in the "second pioneering" phase. With the changes of the economic situation in the world, the pace of the transformation and upgrading of Chinese economic structure accelerating, and the geographical advantages of the development zones’policies gradually faded, the economic stagnation and slow development phenomenon appear in most domestic development zones. So the management model of the development zones led by the government is being challenged from all sides.Therefore, this article is based on the research exploring the administrative reform of the government-leading development zones. We have proposed some questions from the development process of the evolution of the development zones, administrative classification system, facing the difficulties and challenges currently etc., and studied deeply the restructuring and development practice of Yancheng development zone, the status of the management system, the shortage of the problems, and the direction of the reform in the future. On this basis, the author conducted a preliminary exploration about the significance, basic principles, target direction, specific measures of the administrative reform of the government-leading development zones. And in the process of the new round comprehensive deepening reform, we will seek to some learning and thinking for the first breakthrough of the administrative reform of the development zones.By the study, this article proposed five basic principles about he administrative reform of the government-leading development zones:the principles of the scientific policy decision, decentralized coordination, market competition, economic development, efficient service, and performance appraisal. On this basis, this article proposed four target directions:adhering to the guide of the market, and exerting decisive role of the market; insisting on changing functions, and constructing the public service government; adhering to the administrative law, and promoting the democratization of public administration; insisting on improving people’s livelihood, and building harmonious happy development zones.Finally, the article proposed seven suggestions:firstly establishing the legal status of the development zones, secondly clearing the functional orientation of the development zones, thirdly maintaining an efficient management model, fourthly implementing the flat organization and management, fifthly promoting investment and financing system, sixthly deepening the reform of the personnel system, seventhly fully supporting reform and innovation.
