Since the 1980 s,a massive migration and flow across the region become the norm in social and economic structure change.Rural-urban migrants in China made outstanding contributions to the advance of urbanization,but they cannot enjoy the urban development achievements.The identity,political rights,life safeguard,psychological culture make them difficult to really into urban society.In recent years,local governments to realize the importance of new citizens to urban construction,implementation of the household registration system reform,perfect the new public service management,the new citizens into the urban social system.But the process of the government to perfect the service management on new citizens encounter obstacles,long-term separation of the labour market for the new citizens in urban employment built barriers,the growing demand for the new citizen social welfare for the urban public product and public service provision put forward higher request,from the " prevent type" to "service type" change the way of management,poses challenges to the government's ability to organize and manage.To make new citizens better integrated into the urban society,based on the survey data analysis of the current situation of new citizens' social integration,and analysis the weakness of the government in the new public service management,advanced cases from zhangjiagang new public service management from the establishment of humanistic management ideas,innovation,and promote the household registration system reform,perfecting the public product and public service provision and encourage the citizens of new social participation,presents the government to promote the new civil society into the countermeasures and Suggestions.
