Research On The Function Mechanism Of Local Government In Promoting The Integration And Development Of Rural Industry

In order to accelerate the modernization of agricultural rural,the 19 th National Congress made a strategic deployment in the implementation of rural revitalization.The revitalization of the country is first to realize industrial revitalization.Promote the development of rural industrial integration is an important means to promote agricultural increasing production,farmers’ income and rural prosperity.It is an effective way to realize the revitalization strategy of rural resolution.It is also an inevitable choice for speeding up agricultural rural modernization.Since 2015,the "Guidance Opinion on Promoting the Integration of Rural One-two Industry" has been introduced.The governments of all localities have helped the rural industrial integration,and the development of rural industries present new weather,digital agriculture,ecological agriculture and other emerging states have given new vitality to rural industries,and cultivate new growth points for rural economies.As an important parties in the integration of rural industries,local governments play a pivotal role in this process,but it is still in the exploration stage for better promotion of rural industrial integration.This article is based on local governments,and in-depth discussion on its mechanism of role in promoting rural industrial integration from theoretical level and practical level.Firstly,through literature card,it can explain the necessity of local governments on industrial integration development,and then point out the composition of local government ’s mechanisms and the effect elements of rural industries,and build the mechanism framework for local governments to promote the development of rural industries.Secondly,SPSS25.0and AMOS24.0 software are used to conduct the analysis of research data,including reliability analysis,validity analysis,verification factor analysis,structural equation model analysis,etc.,which empirical test local governments to promote the role of rural industrial integration development.Thirdly,with the Dapo pepper as an example,analyze the specific behavior of the local government to promote the integration of pepper industry,effect and driving factors.Finally,research conclusions are obtained.The study find that:(1)The mechanism of local government to promote rural industrial integration is mainly including industrial guidance,capital support and public services.To formulate industrial development planning,adjust the industrial structure to guide industry integration,use direct and indirect capital support and integration process,provide infrastructure and service platforms for fusion industry development.This mechanisms are related to each other and serve the sustainable development of rural industry together.(2)There is a different relationship between the different effects mechanisms of local governments and the different effects of promoting rural industrial integration development.Industrial guidance mechanism has a significant positive impact on ecological benefits,but there is no significant positive impact on economic benefits and social benefits;capital support mechanisms and public services mechanisms have a significant positive impact on economic benefits,social benefits and ecological benefits.(3)The development of pepper’s whole industry chain is inseparable from the promotion of local governments.The Qiongshan District Government and the Dapo Town Government will assist farmers’ cooperation by guiding industrial upgrading,providing financial support,paying close attention to brand building,and consolidating services.The five major movements to extend the industrial chain,reduce transaction costs,and Promote the integration of pepper industry.
